U.S. court orders STB to respond to fuel surcharge petition

HOUSTON — A U.S. court has ordered the federal Surface Transportation Board (STB) to respond to a petition filed by the Western Coal Traffic League regarding its safe harbor provisions, a decision that would have significant ramifications on class action litigation over railroad fuel surcharges that have dragged on since 2007.
