NEW YORK — Whether the Surface Transportation Board (STB) and Federal Railroad Administration (FRA) will suffer from a June 30 Supreme Court (SCOTUS) trimming of regulatory agency authority to interpret their own governing statutes and remedy ambiguities remains to be seen.
